What Is a Botanical Garden? Living Collections That Moved Whole Economies

A botanical garden looks like a park and is a scientific institution with a documented collection, where every plant has a record of where it came from. That documentation is what separates it from a public garden, and it is also what made these institutions instruments of economic policy for two centuries.
What makes it botanical
The defining feature is that the living collection is documented and maintained for study, conservation, education and display rather than only for appearance. Each accession carries a record of its origin, ideally a wild collection with locality data, and that provenance determines its scientific value, since a plant of unknown origin is decorative while one collected from a known wild population can support taxonomic, genetic and conservation work. Gardens are usually paired with a herbarium of dried specimens, which is the permanent reference collection against which identifications are checked, and increasingly with a seed bank. They also serve as the reference point for plant naming, since the type specimen defining a species name is a physical object held in an institution. The oldest surviving examples were founded in Italian university towns in the 1540s to grow medicinal plants for teaching physicians, which is why the field's origins lie in medicine, and the botanical garden long remained an adjunct of the medical faculty before becoming a botanical institution in its own right.
The imperial network
From the eighteenth century these institutions operated as a connected system with substantial economic purpose:

- •Metropolitan gardens acting as hubs that received, propagated and redistributed material to colonial gardens in suitable climates

- •Transfer of cinchona, the source of quinine, from the Andes to India and Java, which mattered enormously because antimalarial supply conditioned European presence in the tropics
- •Similar movements of tea, coffee, oil palm, cocoa, breadfruit and sisal, each of which restructured the agriculture and labour systems of the receiving regions
How the work changed
Modern gardens have reframed their purpose around conservation and research, and the shift is substantial rather than cosmetic. Living collections hold plants extinct in the wild, and a number of species survive only in cultivation, which makes the collections the last reservoir for reintroduction attempts. Seed banking preserves far more diversity per unit cost than living plants and has become the principal conservation tool, with major facilities holding tens of thousands of species, while recognising that a significant fraction of plants produce seeds that cannot survive drying and freezing and therefore require living collections or tissue culture instead. Gardens contribute the taxonomic work that underpins conservation assessment, since a species cannot be protected before it has been described, and a large number of plant species remain unnamed. They also carry out restoration ecology, invasive species research, and the propagation of rare species for reintroduction, and the international convention on biological diversity and its protocol on access and benefit sharing have changed collecting practice fundamentally, requiring agreements with source countries rather than the unrestricted transfer that characterised earlier centuries.
The unresolved questions
Several tensions sit inside the institution. Colonial collections raise questions about provenance and benefit sharing that parallel debates over museum objects, since material acquired without consent underpins commercial crops whose value accrued elsewhere, and repatriation of specimens and of associated knowledge is under discussion in several countries. Gardens are also a documented pathway for invasive species, having introduced plants that escaped cultivation and became serious problems, and self-regulation through codes of conduct and horizon scanning is the current response. Climate change is altering what can be grown, forcing collections to reconsider which species a site can sustain and prompting research on assisted migration. And there is a persistent funding difficulty, because the scientific work is expensive and largely invisible to visitors while the visitor income depends on display, so gardens must be simultaneously a research institute and an attraction, which shapes what gets planted and where the money goes in ways that are not always aligned.
