What Is a Time and Motion Study? Measuring Work to Change It

Watching someone work with a stopwatch, breaking the task into elements and timing each one sounds innocuous. Applied systematically from the 1880s it transformed factory work, created the discipline of management as a profession, and provoked resistance severe enough to trigger a congressional investigation.

Two techniques that got merged

The name combines two related but distinct approaches with different emphases. Time study, associated with Frederick Winslow Taylor, measures how long each element of a task takes in order to establish a standard time and therefore a fair day's output, with the timing used to set piece rates and to identify where time is lost. Motion study, developed by Frank and Lillian Gilbreth, analyses the physical movements a worker makes in order to eliminate unnecessary ones, using film and later cameras with timing lights to record a worker's hand paths and then redesigning the workplace so the movements are fewer and shorter. The Gilbreths broke movement into named elementary units and applied the method famously to bricklaying, reducing the movements per brick substantially, and to surgery, where their proposal that an assistant should hand instruments to the surgeon rather than the surgeon fetching them is still standard practice. Taylor's interest was primarily in output and incentive, the Gilbreths' in fatigue and efficiency of movement, and the difference in emphasis produced a lasting disagreement between them.

What the method actually does

A conventional study follows a defined procedure, and the details are where the disputes arise:

  • Selecting and defining the job, and breaking it into elements with clear start and end points that an observer can identify consistently
  • Timing a number of cycles, discarding abnormal readings, and calculating an average for each element
  • Rating the operator's pace against a notional standard performance, which is a subjective judgement by the observer and is the most contested step in the whole procedure
  • Calculating basic time by adjusting the observed time by the rating
  • Adding allowances for personal needs, fatigue and unavoidable delay, which are conventionally agreed percentages rather than measurements
  • Producing a standard time used for costing, scheduling, capacity planning, incentive pay and comparing methods

The resistance

Scientific management was opposed vigorously by organised labour, on grounds that were partly about pay and substantially about control. The method transfers knowledge of how a job is done from the worker to management, which removes the worker's ability to set their own pace and to hold back effort, and critics argued that the real object was intensification rather than efficiency. Piece rates set from studies were frequently cut once workers exceeded them, which taught workers to conceal their true capacity and produced the systematic output restriction that the method was supposed to eliminate. A strike at a United States government arsenal in 1911 over the introduction of stopwatch timing led to a congressional investigation, and Congress subsequently prohibited the use of stopwatches and incentive payments in government arsenals, a ban that stood for decades. Taylor's own testimony and his published claims have been re-examined by historians who found the famous pig iron demonstration substantially misrepresented, which does not settle whether the general approach works but does complicate its founding narrative.

Where it went

The techniques did not disappear, they diffused. Industrial engineering absorbed them as routine tools for line balancing and capacity planning. Japanese manufacturing built on them while inverting the authority relationship, since standardised work in that tradition is documented and improved by the team doing it rather than imposed by a specialist, and continuous improvement depends on having a measured baseline to improve from. Predetermined motion time systems replaced stopwatch observation with databases of standard times for elementary movements, allowing a time to be calculated before the job exists. The most contested modern descendant is algorithmic measurement in warehouses, delivery and call centres, where software records the duration of every task continuously, sets rates from aggregate data and disciplines those who fall below, which reproduces the original objections at far greater scale and with no observer to argue with. Regulators in several countries have begun addressing automated monitoring and productivity targets directly, and the arguments made are recognisably the same as those of 1911.

The takeaway

Timing task elements sets a standard time, and analysing movements removes unnecessary ones, which are two different projects that got merged under one name. The rating of an operator's pace is a subjective judgement sitting inside an apparently objective procedure. Opposition centred on control rather than only pay, and a 1911 arsenal strike led Congress to ban stopwatches in government plants. Algorithmic monitoring has revived every original objection.
