Dropping vegetables into boiling water briefly and then into iced water looks like an unnecessary complication. It is the step that stops enzymes destroying colour and flavour, and without it frozen vegetables deteriorate in the freezer even though nothing is growing in them.
The enzymes are the reason
Plant tissue contains enzymes that continue working after harvest, breaking down cell walls, converting sugars, degrading pigments and generating off-flavours. Freezing slows them and does not stop them, which is why untreated frozen vegetables develop a hay-like taste, lose colour and go limp over weeks to months while remaining perfectly safe to eat. Heat denatures those enzymes permanently, and a brief immersion in boiling water reaches the temperature required throughout a small piece of vegetable without cooking it through. The immediate transfer to iced water stops the heating at that point, which is what keeps the vegetable crisp rather than turning it into the soft overcooked version that continued residual heat would produce. The specific enzyme usually monitored in commercial practice is peroxidase, chosen because it is among the most heat-resistant, so if it has been deactivated the others certainly have, and a simple colour test on the treated vegetable confirms it.
What else the step achieves
Enzyme deactivation is the main purpose and several other effects follow from the same brief heating:

Getting the timing right
Times are short and specific to the vegetable and the size of the piece, ranging from under a minute for leafy greens and peas to several minutes for dense items like whole carrots or broccoli stems, and the two errors are symmetrical. Under-treating fails to deactivate the enzymes, and partial heating can actually accelerate deterioration by damaging cells and releasing enzymes without destroying them, so a too-short immersion is worse than none. Over-treating cooks the vegetable, destroying texture and leaching nutrients and flavour into the water. The other controllable variables are using plenty of water so the temperature recovers quickly after the vegetables go in, working in small batches for the same reason, and having genuinely iced water ready rather than merely cold water, since the cooling must be fast. Steam blanching is an alternative that retains more water-soluble nutrients and takes slightly longer, and microwave methods exist and are harder to apply evenly.
Shocking and the cold side
The cooling stage is called shocking and is as important as the heating, for reasons beyond stopping the cooking. A vegetable removed from boiling water carries enough residual heat to continue cooking for several minutes, and in a large batch the mass holds that heat far longer than a single portion would, so draining and leaving it to cool in air reliably overcooks it. Rapid cooling also sets the colour, since the bright green that appears during heating fades as chlorophyll degrades in heat and acid, and getting the temperature down quickly limits that. For anything to be frozen, speed of cooling matters for a further reason, since slow cooling and slow freezing produce large ice crystals that rupture cell walls and give mushy results on thawing. The vegetable must then be drained and dried thoroughly, because water clinging to the surface freezes into a layer of ice that causes clumping and freezer burn. Restaurants use the technique to do their vegetable cooking in advance and finish in seconds to order, which is most of why service is possible at all.

The same word covers several unrelated practices, which causes confusion in recipes. In horticulture, blanching means excluding light from a growing plant so it does not develop chlorophyll, which is how white asparagus, chicory, endive and blanched celery are produced, and it changes both colour and flavour by preventing the bitter compounds that light induces. In metalworking and jewellery it refers to treatments that whiten a surface. In some older cookery it means to whiten meat or bones by an initial boiling and discarding of the water, which removes blood and impurities before making a stock. The common thread across these is whitening or the removal of something, which is what the word means in French, and the culinary vegetable technique is the odd one out since it is named for a process that in that case makes things greener rather than whiter.
