What Is the Hard Problem of Consciousness? Why Explaining the Brain May Not Explain Experience

Neuroscience can say which cells fire when a person sees red, can predict a choice from a brain scan seconds before the person reports making it, and can switch a memory on and off in a mouse. What it cannot yet say is why any of that should be accompanied by an experience: why there is something it is like to see red rather than the information being processed in the dark. David Chalmers named that in 1995 the hard problem of consciousness, and the thirty years of argument since have not settled whether it is a deep feature of the world, a temporary gap in the science, or a confusion in the question.

The easy problems and the hard one

Chalmers divided the field. The easy problems are the functional ones: how the brain discriminates stimuli, integrates information, reports its own states, focuses attention, controls behaviour and tells waking from sleep. They are easy only by comparison, and solving them will take a century, but everyone agrees what an answer would look like, namely a mechanism. The hard problem is different in kind. Suppose every mechanism were known, every neuron mapped and every function explained; there would still be the question of why the processing is experienced from the inside, why it feels like something. The gap is that a complete functional story seems to leave the experience out, and no amount of further mechanism obviously fills it.

The thought experiments

The problem is usually posed through a few arguments that have become standard:

  • Mary's room, from Frank Jackson in 1982: a scientist who knows every physical fact about colour vision but has lived in a black-and-white room learns something new when she first sees red, so not all facts are physical facts
  • The philosophical zombie: a being physically identical to a person but with no inner experience seems conceivable, and if it is possible then experience is something over and above the physical arrangement
  • What is it like to be a bat, from Thomas Nagel in 1974: a bat navigates by echolocation, and no amount of knowledge about its brain tells us what that is like from inside, which suggests that the subjective point of view is not captured by objective description
  • The explanatory gap, from Joseph Levine in 1983: even a perfect correlation between a brain state and an experience leaves it unexplained why that state produces that experience rather than another or none

The answers on offer

The responses divide roughly into four camps. Physicalists hold that the problem is an illusion of framing: Daniel Dennett argued that once every function is explained there is nothing left over, and that the intuition of something extra is itself a cognitive effect to be explained away, a position his critics call denying the obvious and he called taking the science seriously. Dualists, Chalmers among them, accept that experience is a further fact and propose that it is fundamental, like mass or charge, and that a complete physics must include a law linking physical organisation to experience. Panpsychists push that further and suggest that experience, in some minimal form, is a property of matter generally, which avoids the problem of where it switches on and creates the problem of how small experiences combine into a person's. Mysterians, following Colin McGinn, hold that the answer exists and that human minds are constitutionally unable to grasp it, as a dog cannot grasp arithmetic.

What science is doing meanwhile

Neuroscience has pressed on with the correlates: the patterns of brain activity that reliably accompany conscious experience as opposed to unconscious processing, tested with binocular rivalry, masked stimuli and patients under anaesthesia. Two theories dominate. Global workspace theory holds that a state becomes conscious when it is broadcast widely across the cortex and made available to memory, speech and planning; integrated information theory holds that consciousness is the amount of integrated information a system contains, quantified as a number, which implies that some very simple systems have a little and that a large digital computer might have almost none. A structured adversarial experiment run between the two camps and published in 2025 supported parts of each and refuted parts of both. None of this addresses the hard problem directly; it maps the correlations, which is what a science can do, and the philosophers argue about whether mapping them will eventually dissolve the question or simply leave it standing.

Why it is not idle

The question decides practical ones. Whether a patient in a vegetative state is aware, which some brain-scan studies suggest a minority are; whether a foetus, a fish or an insect can suffer, which decides law and farming; whether an artificial system that reports experiences has any, which is already a live dispute about large language models and will get sharper; and whether a person uploaded to a computer would be the same person or a very good imitation. Each requires deciding what makes something a subject rather than a mechanism, which is the hard problem wearing working clothes.

The takeaway

The hard problem, named by Chalmers in 1995, is that explaining every function the brain performs seems to leave unexplained why the performing is accompanied by experience at all, a gap dramatised by Mary's room, the philosophical zombie and Nagel's bat. Physicalists say the gap is an artefact of how we think, dualists that experience is a further fundamental fact, panpsychists that it is everywhere in small amounts, and mysterians that the answer is beyond us; neuroscience meanwhile maps the correlates, and the answer decides real questions about patients, animals and machines.
