How Does Figure Skating Scoring Work? A Code That Replaced a Scandal

Until 2004 judges awarded two marks out of six, the scores appeared on a board, and the placement of skaters depended on comparing judges' rankings in a way almost nobody in the audience could follow. A judging scandal at the 2002 Olympics, in which a judge admitted being pressured to place one pair above another, destroyed confidence in that system, and the sport replaced it with a code that adds up the value of every element performed, which is transparent, detailed and considerably harder to explain.

The two halves of a score

Every performance produces a total made of two components that are calculated quite differently:

  • The technical element score, which sums the value of each element performed, with every jump, spin, lift and step sequence having a published base value
  • A grade of execution applied to each element, running from plus five to minus five, which adjusts that base value up or down by a percentage according to how well it was done
  • The programme component score, which assesses composition, presentation and skating skills across the whole performance on a scale to ten, and is what replaced the old artistic mark
  • Deductions for falls, time violations, illegal elements and costume failures
  • A technical panel, separate from the judges, whose job is to identify what was actually performed, including whether a jump was under-rotated or an edge was wrong, which is a factual determination rather than an opinion
  • The highest and lowest judges' marks on each element are discarded and the rest averaged, which limits the influence of any single judge

Why jumps dominate

The base values create incentives that have reshaped the sport visibly. A jump's value rises steeply with the number of rotations, so a quadruple is worth far more than a triple, and the difference is large enough that a skater who lands quadruples and skates poorly otherwise can beat one who is technically cleaner without them. Jumps performed in the second half of a programme once received a bonus, on the reasoning that they are harder when tired, which produced programmes with everything crammed into the back half until the rule was restricted. The system also separates jumps by take-off: the six recognised jumps differ in which edge and which foot they leave from and whether the toe pick is used, and the axel, uniquely taking off forward, carries an extra half rotation and a higher value. Under-rotation, where a skater lands short of the full turns, is detected by the technical panel and downgrades the element substantially, which is one of the commonest reasons a performance that looked clean scores lower than expected.

What the reform fixed and what it did not

The new system solved the specific problem it was designed for. Scores are now absolute rather than comparative, so a skater's mark does not depend on who else is competing, and the detailed protocol published after each event shows every element, its value and each judge's grade, which makes manipulation visible in a way that a mark out of six never did. Judges are assessed against the panel average and can be sanctioned for anomalous scoring. What it did not do is remove judgement, since the grade of execution and the programme components remain opinions, and studies of scoring patterns have repeatedly found national bias in both, with judges scoring skaters from their own country higher by a measurable margin. Anonymity of individual judges' marks was introduced as an anti-corruption measure and removed again in 2016 after critics pointed out that anonymity protects a corrupt judge rather than an honest one. Further scandals have occurred, including sanctions against officials for collusion.

What it did to the skating

The incentives produced a genuine and much-argued change in the sport. Because everything countable is counted, skaters maximise points, which rewards packing in high-value elements and can penalise a choreographic choice that leaves space. Spins and step sequences acquired levels with specific required features, so a skater performs particular difficult positions and changes of foot to satisfy the criteria, which produces a recognisable and somewhat uniform vocabulary. Critics including several former champions argue that programmes have become checklists and that the sport lost something when the incentive to produce a coherent performance was outweighed by the incentive to accumulate. Defenders point out that the previous system rewarded reputation and national politics at least as much as artistry, and that the technical standard has risen dramatically, with jumps that were exceptional in 2000 now routine. The governing body has adjusted repeatedly, restricting the second-half bonus, changing the balance between technical and component scores and raising the minimum age after concerns about young skaters being pushed into extreme jump difficulty.
