A net catches by letting water through and not fish, and every parameter of its construction determines which fish. Those parameters are now the main instrument of fisheries regulation worldwide.
What the design decides
A net's behaviour follows from a small number of measurable properties. Mesh size determines the smallest fish retained, since anything narrower than the opening passes through, and it is the single most consequential parameter. Twine thickness and material determine visibility, stiffness and strength. The shape of the mesh determines how it opens under tension, with diamond meshes closing as the net is towed and square meshes staying open, which changes escape rates substantially. Overall dimensions and how the net is rigged determine where in the water column it fishes. And the arrangement of floats and weights determines whether it hangs, sits on the bottom or is towed, which defines the method entirely.
The main types
Nets fall into families by how they capture:
- •Gill nets, hung as a wall in which fish become caught behind the gill covers, which selects by size sharply
- •Trawls, towed bags that filter a volume of water or scrape the bottom
- •Seines, which surround a shoal and are drawn closed beneath it
- •Cast nets, thrown to cover an area and pulled in
- •Trammel nets, with layers of different mesh producing pockets
- •Fixed traps and weirs, which guide fish into an enclosure they cannot leave
Why mesh size is the regulation
Managing a fishery means controlling what is taken, and mesh size does that more directly than almost any other rule. A minimum mesh allows immature fish to escape and be caught later after breeding, which is the basis of most technical conservation measures and is enforceable by inspection in a way that catch reporting is not. Setting it requires knowing the relationship between fish girth and mesh, which is measured species by species. The difficulty is mixed fisheries, where a mesh suited to one species retains undersized individuals of another. Escape panels of larger or square mesh in defined positions address particular problems, and devices excluding turtles and large animals from trawls are required in several fisheries. Compliance is the persistent issue, since illegal liners defeat the whole arrangement.
What nets were made of
Material history explains a great deal about how fishing changed. Natural fibres including hemp, flax, cotton and various barks rot, so nets had to be dried after every use, treated with preservatives including tar and tannins, and replaced regularly, which limited how much gear a boat could own and made losing a net a serious loss. They were also visible in water and relatively weak. Synthetic fibres arriving in the 1950s changed all of that, being stronger for their thickness, essentially rot-proof, and in the case of monofilament nearly invisible underwater, which raised catch rates substantially and contributed to the pressure on stocks over the following decades. The same durability is what makes lost gear a lasting problem, since a natural fibre net rotted away within a season.
What gets caught that should not
Unwanted catch is the central problem of the industry and the scale is substantial. Non-target fish, undersized individuals, and animals including turtles, seabirds, dolphins and sharks are taken in quantities that vary enormously by method, with some fisheries having very low rates and others discarding more than they keep. Most discarded fish do not survive. Regulatory responses include landing obligations requiring everything caught to be brought ashore and counted against quota, which removes the incentive to discard and creates others, and gear modifications that reduce capture at source. Lost and abandoned nets continue fishing indefinitely, which is called ghost fishing, and synthetic netting persists for decades, making abandoned gear a substantial share of the plastic in the ocean by weight.
