What Is a Nomad? Moving Because Standing Still Does Not Work

The word suggests aimless wandering, and nomadic movement is almost the opposite: a route repeated annually with precision, timed to pasture and water, negotiated with neighbours and settled communities, and abandoned only under pressure. It is a strategy for extracting a living from land that cannot support permanent agriculture, it supported the largest empires of the pre-modern world, and it is disappearing almost everywhere, mostly because states find mobile populations difficult to tax, count and control.

The kinds

Not all mobility is the same and the distinctions matter:

  • Pastoral nomads move herds between seasonal pastures and depend on animals for most of their food and income, which describes the Mongolian steppe, the Sahel, the Arabian peninsula and East Africa
  • Transhumance moves animals between fixed summer and winter pastures while the household stays in a permanent settlement, which is the Alpine and Mediterranean pattern and is not full nomadism
  • Hunter-gatherers move to follow food sources rather than to feed livestock, and their groups are typically far smaller
  • Peripatetic or service nomads travel between settled communities providing trade, crafts, entertainment or seasonal labour, which describes Roma and Traveller communities and various groups in South Asia
  • Seasonal or circular labour migration involves people moving for work and returning, which is economically related and socially different

Why it is a rational strategy

Arid and semi-arid rangeland produces vegetation unpredictably, with rainfall varying enormously between years and between places a short distance apart, so a fixed herd in a fixed place faces occasional catastrophic failure. Mobility converts that variability from a threat into a resource, because a herder who can move to wherever it rained this year averages across the landscape rather than being hostage to one patch of it. The ecological argument was reframed in the 1990s by work on non-equilibrium rangelands, which showed that the standard assumptions about carrying capacity, derived from temperate pasture, do not apply where rainfall rather than grazing pressure controls vegetation, and that traditional herding practices which looked like overstocking to outside experts were in fact well adapted. That finding overturned decades of development policy built on settling herders and reducing herd sizes. Mobile herding also uses land that supports nothing else, converting vegetation that people cannot eat into milk, meat, wool and transport.

How the societies work

The social arrangements follow from the requirements of the strategy. Kinship-based groups provide the flexible labour a herd needs and the insurance a bad year requires, with livestock lent and given between households in networks that function as distributed risk-pooling. Property is typically split, with animals owned by households and pasture held in common under rules about who may use which area and when, administered by elders or councils; this is not open access, which is the misreading behind a great deal of bad policy, but a commons with identifiable rights holders and enforcement. Relationships with settled populations are structural rather than incidental, since nomads need grain, metal, cloth and markets and farmers need animals, manure and transport, so the two are economically interlocked even when politically hostile. Mobility itself shapes material culture toward portability, which is why the products are textiles, felt, leather and jewellery rather than architecture, and why a Mongolian ger can be dismantled and loaded in an hour.

When they ran the world

For roughly two thousand years the steppe belt from Hungary to Manchuria produced states that repeatedly conquered settled empires, because a pastoral population is a cavalry reserve: every adult is a rider, the mobility is strategic, and the food supply moves with the army. The Scythians, Xiongnu, Huns, Turks, Mongols and Manchus all worked this way, and the Mongol empire was the largest contiguous land empire in history. The relationship with China is the clearest case, with the Great Wall representing a settled state's enormous investment in managing a frontier it could not otherwise control, and with successive Chinese dynasties alternating between war, tribute payments and trade concessions. The advantage ended with gunpowder and then with the railway, which reversed the mobility equation permanently: a settled state with artillery and rail could project force into the steppe faster than herders could evade it, and by the eighteenth century the last independent steppe polities had been absorbed.

Why it is ending

The decline is driven by policy more than by choice. States dislike populations that cross borders, avoid census and taxation and are hard to conscript and school, and the standard response for a century has been sedentarisation, sometimes by incentive and sometimes by force, as in Soviet Central Asia, in Iran under Reza Shah and in several African and Middle Eastern states. Land tenure reform that recognises only individual title converts common pasture into private farmland or state property and removes the legal basis of the system. Borders cut routes that predate them. Cultivation expands into rangeland, taking the best-watered parts and leaving the marginal. Fencing, boreholes and the provision of services in fixed places all pull movement toward settlement. Climate change compounds the pressure through drought. The results are visible in conflict, since restricted movement forces herders and farmers into competition for the same land, which is a documented driver of violence across the Sahel. A minority of the world's remaining pastoralists retain full mobility, and most operate some mixed arrangement, with children in school in a town while adults move with the animals.
