When two states are divided by a river, the line between them is usually drawn along the deepest continuous channel rather than down the middle. That choice has a practical reason and creates a moving border.
What the line is
The term names the line joining the lowest points along a river bed, running down the channel where the water is deepest and where, in most conditions, the current is strongest. It is not the centre line of the surface, and in a river with a wide shallow side and a narrow deep one the two can be far apart. Geographers use it to describe channel form and to trace where erosion is concentrated, since the deepest part carries the most energy. Lawyers use it because international practice adopted it as the default boundary between states separated by a navigable river.
Why that line and not the middle
The reasons for preferring it over a simple median are practical:

Where a bank erodes and rebuilds gradually, the boundary follows, on the reasoning that the states have accepted a river boundary with all that implies. Where the river abandons its channel suddenly in a flood and cuts a new one elsewhere, the boundary stays at the old channel, leaving it stranded on dry land. Applying that distinction to a real river is far harder than stating it, since gradual and sudden are not always separable after the fact.
How it is actually surveyed
Fixing the line on the ground is harder than the definition suggests, and the methods have changed completely. Early determination meant sounding with a weighted line from a boat along cross sections and joining the deepest point of each, which is slow, sparse and dependent on the state of the river that week. Modern survey uses sonar mounted on a boat that records depth continuously across the full width, producing a detailed model of the bed from which the line can be traced precisely. Satellite positioning fixes those soundings to a coordinate system, so the result is a set of coordinates rather than a description. Treaties increasingly fix those coordinates permanently, which trades the original logic for certainty.
Where it has been argued
Cases turning on this rule have reached the highest courts repeatedly and some have taken over a century. The boundary between two American states moved for decades as the Missouri shifted, producing a series of judgments that established the modern statement of the rule. A long dispute between the United States and Mexico concerned a tract at El Paso that changed sides when the Rio Grande moved, and was settled only in 1963 by treaty and by physically relocating the river into a concrete channel. Disputes on the Danube, the Shatt al-Arab and several African rivers have turned on the same question, and one of them contributed directly to a war.
