What Is a False Start? A Rule Built Around Human Reaction Time

A sprinter who leaves the blocks less than a tenth of a second after the gun is disqualified, whether or not they anticipated the signal. The threshold is a physiological claim about how fast a person can possibly react, and it is contested.
The hundred millisecond rule
Modern starting blocks contain force sensors that record when pressure changes, and the rule defines a false start as force being applied within one hundred milliseconds of the starting signal. The reasoning is that the signal must travel from ear to brain, be processed, and produce a muscular response, and that this cannot be accomplished faster than a tenth of a second, so anything quicker must be anticipation rather than reaction. That number was established from laboratory work on auditory reaction times decades ago and has been challenged repeatedly since. Studies have recorded trained sprinters responding measurably faster than the threshold under controlled conditions, and there is evidence that reaction times vary with the loudness of the signal, with individual physiology and with training. Critics argue the limit therefore disqualifies some athletes for reacting rather than for anticipating. Defenders note that any threshold must be drawn somewhere and that the rule is applied consistently, which is the standard answer when a continuous quantity must be converted into a binary decision.
How the rule has changed
The penalty has been revised repeatedly and the changes were driven by broadcasting as much as by fairness:

How starters and athletes manage it
The start is a contest of attention as much as of reaction. The starter controls the interval between the set command and the gun, and that interval is deliberately variable, since a predictable one would let athletes time it rather than react. The variation is bounded in practice, and athletes and coaches study particular starters for their rhythm. Holding the set position is physically demanding, so a long hold favours whoever can stay relaxed while loaded. Athletes train reaction specifically, and gains are real and small. There is also a documented lane effect, since the sound reaches outer lanes marginally later where a single speaker is used, which is why speakers are now mounted individually behind each set of blocks in major competition, a change made after the effect was measured and found large enough to matter at elite margins. Recorded reaction times are published, which allows the effect of all these factors to be studied directly.
The same problem elsewhere
Anticipation rules recur wherever a signal starts a contest and the advantage of guessing is large. Swimming uses block sensors with a comparable threshold. Motorsport measures reaction at the lights and applies penalties for jumping the start, with the interval before lights out deliberately varied. Drag racing measures reaction time explicitly and treats it as part of the result rather than as a fault unless the car crosses the line early. American football penalises movement before the snap, which is judged by officials rather than measured. In each case the underlying design problem is the same: a fair start requires that nobody can profit from guessing, which requires either an unpredictable signal, a measurable threshold, or both. The persistent difficulty is that the threshold approach converts a distribution of human capability into a line, and athletes near the line are treated categorically differently for a difference of milliseconds, which is a general feature of rules that measure continuous things.
